2027 Economic Package: No New Taxes or Hikes to VAT and Income Tax

The head of the Chamber of Deputies' Finance Committee says no new levies are planned; the package is formally presented in September.

Session of the Chamber of Deputies' Finance Committee

Ahead of the 2027 Economic Package, the chair of the Chamber of Deputies' Finance and Public Credit Committee, Carol Antonio Altamirano, said no new taxes or increases to the Value Added Tax (VAT) or Income Tax (ISR) are being considered. The remarks preview what Congress will debate once the federal Executive formally submits the proposal in September.

The lawmaker clarified that "fiscal updates" are expected as part of an ordinary process, without amounting to new levies, and said any revenue increase must come through mechanisms other than creating taxes. The revenue target floated for 2027 exceeds 10.5 trillion pesos, versus roughly 10.2 trillion for the 2026 fiscal year.

What it means for your wallet. For households in Cancún and Quintana Roo, a package that creates no new taxes does not mean "nothing goes up": so-called fiscal updates typically adjust federal fees and charges for inflation, such as some procedures and dues, while state and municipal authorities separately set their own revenue laws with charges like water, property tax or permits. It is worth reviewing the federal and state Revenue Laws each year-end to see which rates are updated.

The legislative calendar calls for Congress to debate and, where applicable, approve the package after the September submission and before the fiscal year begins. Until the official documents are published, the advanced figures are preliminary and may change during the process.
