Cancún hosts first National Strategic Planning Congress focused on citizen participation
Experts from Mexico's Finance Ministry, ECLAC and civil-society groups discussed how to involve residents in government decisions.
Quintana Roo's state government, through its Finance and Planning Secretariat (Sefiplan), held the First National Congress on Strategic Planning: Foresight, Future and Citizen Participation in Cancún on October 22–23, 2026, the state's Communications Office reported.
Governor Mara Lezama Espinosa attended, along with Finance and Planning Secretary Martha Parroquín Pérez, state legislator Jorge Arturo Sanén Cervantes and state Congress Secretary General Lirio Calderón González.
Who took part
According to the state government, national and international specialists included:
- Rodrigo Parral Durán, of Mexico's Finance Ministry (SHCP).
- Luis Antonio Rangel Méndez, from Querétaro.
- Cristina Galíndez, of NovaGob México.
- Cynthia Dehesa Guzmán, of Ciudadanos por la Transparencia.
- Luis Rifo Pérez, Dante Arenas, Javier Vitale and Alberto Enríquez Villacorta, of ECLAC's Latin American and Caribbean Institute for Economic and Social Planning (ILPES).
Topics included strategic planning challenges, anticipatory governance, citizen participation in public policy, municipal and metropolitan planning, and community resilience and innovation. The program featured a panel titled "Citizens and Government: Allies in Planning" and participatory planning workshops.
Parroquín Pérez said strategic planning means building, together with citizens, a clear vision of the future to be achieved.
What it means for you
Planning shapes how public budgets are spent: water, transport, security, public works. Quintana Roo's Planning Law provides for public consultation when state and municipal development plans are drafted. Metropolitan planning is especially relevant to Cancún, whose growth already reaches into Isla Mujeres and Puerto Morelos and requires coordinating services across municipalities.
How to take part
- Ask your city government about open forums or consultations on the municipal development plan and its updates.
- Check state and municipal transparency portals to review current plans and their progress.
- Team up with neighbors to bring concrete proposals for your neighborhood or supermanzana to those forums.
