Benito Juárez council names new general secretary and approves six social reforms
Antonio de Jesús Riveroll Ribbón replaces Pablo Gutiérrez Fernández; unanimous votes cover beach access, caregivers and disability inclusion.
Benito Juárez's City Council (Cabildo) on October 13 approved a change at the head of the City Hall General Secretariat and a package of six municipal reforms, all unanimously, according to the municipal government. It also sent a proposal for a Mobility and Road Safety Agency for Cancún to committee for review.
New general secretary
Pablo Gutiérrez Fernández stepped down and Antonio de Jesús Riveroll Ribbón, until now Cancún's Civil Protection director, was appointed to replace him. According to City Hall, Riveroll holds a degree in Economics and Finance from the University of Quintana Roo and a master's in Government and Public Policy from the Autonomous University of Yucatán.
The General Secretariat certifies council decisions and handles paperwork many residents use, such as municipal certificates and records.
The six approved reforms
According to the municipality, the council approved:
- Access to public beaches: measures to guarantee beach access for low-income residents and vulnerable groups.
- Recognition of caregivers: public policies to value care work.
- Disability inclusion: the area is placed under the Municipal Welfare Secretariat as a general directorate.
- Student Talent Program: formally institutionalized.
- Encuentros con Causa: established as a municipal program.
- Social program criteria: rules governing how public funds for social support are spent.
The official statement does not yet detail operating rules or effective dates for each measure; these are typically formalized when published in the State Official Gazette.
Mobility agency under review
The council received a proposal to create a decentralized body responsible for planning, designing, implementing and evaluating mobility in the municipality, which City Hall says has more than one million residents. The initiative remains under study and was not voted on at this session.
Agreement to map cenotes
The council also authorized a collaboration agreement with Cecilio Javier Cortés Arreola ("Grado Norte") for geospatial mapping of the municipality's cenotes, wetlands and bodies of water using sensors and geographic information systems.
