Mexico's SAT waives up to 100% of tax fines and surcharges: how Cancún taxpayers can apply before Oct. 31
The 2026 Tax Regularization Program lets individuals and small businesses with debts from 2024 or earlier settle up with discounts of up to 100% on fines, surcharges and enforcement costs.
If you owe money to Mexico's tax authority (SAT), you have until October 31, 2026 to settle up with a discount that can reach 100% of fines, surcharges and enforcement costs. The SAT confirmed this while renewing its call for taxpayers to join the 2026 Tax Regularization Program.
Who qualifies? The benefit targets individuals and micro, small and medium-sized businesses whose total 2024 income did not exceed 300 million pesos, and it applies to debts from fiscal year 2024 or earlier. When a tax credit consists only of certain fines, the reduction can reach 90%. Those who already received forgiveness under previous general programs, or who have a final conviction for a tax crime, are excluded.
The program is sizable: according to the SAT, as of July 16, 2026 it had regularized 36,185 taxpayers —10,775 companies and 25,410 individuals— and recovered nearly 5.97 billion pesos.

In a city built on thousands of small shops, restaurants, tourism-service providers and freelance workers, a debt with piled-up surcharges can become unpayable and lead to frozen accounts or canceled digital tax seals. This program is a window for businesses across the supermanzanas and the hotel zone to clean up their tax standing before the deadline.
How to do it, step by step:
- Log in at sat.gob.mx with your RFC and password (or e.firma) to review your debts, or visit a SAT office in Cancún with an appointment.
- File a free-form written request to join the program.
- Receive the SAT's reply with the amount due, already discounted.
- You can pay it in up to 6 installments.
Practical tip: book your appointment early —demand tends to spike in the final days— and have your filings and debt details ready. Guidance is free; be wary of intermediaries who charge for a process you can complete yourself online.
