Importers: Mexico's SAT and Customs push Electronic Value Declaration to October 31 and phase it in

The requirement will take effect in stages starting November 1; definitive imports have until January 15, 2027.

Mexico's Tax Administration Service (SAT), the National Customs Agency (ANAM) and the Digital Transformation and Telecommunications Agency (ATDT) extended until October 31, 2026 the deadline to begin filing the Electronic Value Declaration (Manifestación de Valor Electrónica, MVE), they said in joint statement 60-2026, issued on October 2.

The MVE is a digital declaration of the actual value of goods entering Mexico, which authorities use to verify that import taxes are calculated correctly. It is filed through the Single Window for Foreign Trade. The previous deadline was September 30; this is the third extension this year.

The new schedule

Starting November 1, the requirement will be phased in by customs regime:

Authorities are also keeping some simplifications: transport documents, certificates of origin and guarantee documents need not be sent separately if already attached to the customs entry, and contracts may be submitted as a summary rather than one by one. The change was announced in the First Advance Version of the Third Resolution amending the 2026 General Foreign Trade Rules, posted on SAT's website.

Who it matters to in Cancún

This is not a requirement for ordinary consumers, but it affects many local businesses: hotels, restaurants, shops and distributors that import directly equipment, supplies, furniture or merchandise, as well as customs brokers operating at the Cancún customs office.

If your business imports:

  • Find your regime in the table: most purchases for sale or use in Mexico are definitive imports, with an effective deadline of January 15, 2027.
  • Work with your customs broker now on value documentation (invoices, contracts, freight and insurance) to avoid clearance delays.
  • Check the importer's e.firma (electronic signature): it is required to use the Single Window.
  • Use only official channels (SAT and Single Window websites) and be wary of "fixers" offering to handle the MVE for an extra fee.

If you simply buy imported products as a consumer, this change requires nothing of you; any effect would be on how quickly goods clear customs.
