Quintana Roo and its municipalities join national pact to simplify paperwork

The state signed its accession in Chetumal to standardize and digitize procedures; no dates or platforms have been set for residents yet.

The Quintana Roo state government, together with all of the state's municipalities, signed the Letter of Accession to the National Pact on Thursday, October 2, in Chetumal to implement the federal law aimed at eliminating bureaucratic procedures, the state communications office reported.

The document was signed by the State Digital Transformation Agency (ATD) and the federal Digital Transformation and Telecommunications Agency (ATDT), with participation from state agencies and city governments.

What the pact includes

According to the state government, the accession commits the state and municipalities to:

  • Adopt national technology models, standards and solutions.
  • Use a Catalog of Standardized Procedures and Services, meaning the same procedure should be handled similarly wherever it is filed.
  • Follow an implementation roadmap to standardize processes.

The stated goal, according to Governor Mara Lezama Espinosa's administration, is a simpler, standardized and digital public administration.

What changes today for Cancún residents

For now, nothing immediate. The announcement does not say which procedures will change first, on what timeline or through which platforms. Until officials say otherwise:

  • Keep using current channels of the Benito Juárez city government and state agencies for payments, licenses and permits.
  • Be wary of middlemen offering to speed up paperwork for a fee by citing the new pact; any official change will be published on government websites.
  • Check current requirements before visiting an office, as standardization will be gradual.

Why it matters

In a municipality like Benito Juárez, with a highly mobile population and an economy built on tourism and service businesses, differing requirements between offices and municipalities often mean repeat visits and lost time. If standardization moves forward, people opening a business or processing documents in Cancún, Puerto Morelos or Playa del Carmen could find more consistent rules.
