“Cuenta Fácil”: how Mexico's no-tax-ID bank account for small businesses will work

Banks will use that name for the Nivel 2 Bis account created by Banxico; it allows up to 15,000 UDIs in monthly deposits and must be available by Dec. 14.

Person opening a bank account from a phone app

The Nivel 2 Bis bank account, created by the Bank of Mexico for micro and small businesses, will reach branches and apps under the brand name “Cuenta Fácil” (Easy Account), Mexican Banking Association (ABM) president Emilio Romano confirmed. It can be opened without an RFC (tax ID), and banks have until Dec. 14, 2026 to offer it.

Where it comes from

The Bank of Mexico published Circular 11/2026 in the Official Gazette on June 17, 2026, amending its rules on deposit accounts to create this new tier. Then, on July 13, the National Banking and Securities Commission (CNBV) updated its rules for banks and added identification procedures for these accounts, including a “proof of life” check for remote opening.

How it works

Under Banxico's rules:

  • Monthly cap: total deposits cannot exceed 15,000 UDIs per month, about 130,000 pesos at the current UDI value.
  • Limited cash: of that total, only 3,000 UDIs may come in cash; the rest must arrive by transfer, card payment or other electronic means.
  • Who can open it: Mexican individuals residing in the country.
  • Requirements: official ID and proof of address; no RFC required. It can be opened from the bank's app without visiting a branch.

For reference, the existing Nivel 2 account has a cap of 3,000 UDIs a month; the new one raises that ceiling fivefold.

Romano said the goal is for customers to open it remotely without going to a branch.

What it means for Cancún

In a city where thousands of people are self-employed — artisans, guides, food vendors, drivers, stylists, home-repair technicians — this account can be a way to accept transfers or card payments from tourists and local customers without first registering with the SAT tax agency to open it.

What to know before opening one:

  1. It's not at every bank yet. The deadline is Dec. 14; ask your bank or check its app starting in November.
  2. Watch the cap. If you expect to receive more than 15,000 UDIs in a month, this account isn't for you; ask about a higher-tier account.
  3. Favor digital payments. Cash deposits count against a much lower limit (3,000 UDIs).
  4. Not needing an RFC to open it doesn't exempt you from taxes. If your activity generates income, your tax obligations still apply; check sat.gob.mx or the SAT office in Cancún.
  5. Beware of scams. Open the account only through your bank's official app. No legitimate party will ask for an upfront payment to “activate” a Cuenta Fácil; if in doubt, contact Condusef (condusef.gob.mx or 55 5340 0999).
