AGEPRO surveys lots in Cancún's farm belt and mainland Isla Mujeres to regularize land titles

The state Strategic Projects Agency is coordinating with neighborhood leaders on surveys, a prerequisite for families to move toward formal contracts for their lots.

AGEPRO staff meet with neighborhood representatives in northern Quintana Roo

Quintana Roo's Strategic Projects Agency (AGEPRO) has begun coordinating topographic surveys with neighborhood representatives in the agricultural zone of Benito Juárez (Cancún) and the mainland area of Isla Mujeres, as part of its program to regularize informal settlements, the state government reported on October 21, 2026.

According to the agency, the goal is to give families legal certainty over the land they occupy. The surveys measure and define the boundaries of each lot, information required before occupants can move forward with contracting for their property.

What is happening

AGEPRO, headed by director general Carlos Flores Hidalgo, said its technical staff agreed with neighborhood representatives on how site visits will be carried out. The agency said it will follow up on the work and that only lots meeting the program's requirements will advance to the contracting stage. The official release does not list required documents or a schedule by neighborhood.

Why it matters in Cancún

On Cancún's outskirts, many families living in settlements without clear title struggle to access formal services, pass property on to heirs, sell safely, or use their home as collateral. A survey is the first technical step in any regularization: without a plan defining measurements and boundaries, no contract can be drawn up.

What to do if you live in these areas

  • Talk to your neighborhood representative: they are the liaison with AGEPRO and will know when surveyors are coming.
  • Be home on survey day: the agency asked residents to attend the inspections of their lots.
  • Gather paperwork early: the notice does not list requirements, but procedures like this typically ask for official ID and any document showing how long and on what basis you have occupied the lot. Confirm the exact list with AGEPRO before spending money.
  • Beware of middlemen: if anyone charges you to "speed up" your place in the program, check with the agency before paying.

AGEPRO has not announced deadlines or costs for the contracting process; we will follow up when it does.
